Here are some Liitokala Lii-500 lithium battery testers. These will test cylindrical cells that are lithium ion. It will charge, discharge, recharge, and give you the total capacity. We used to use these a lot years ago and these are ones that we used but still work 100%. We include a 12v 1a plug which works fine for the lower charge rates. If you want you can get a 12v 2a charger that will allow you to charge up to 1a per cell in all 4 slots.

For the price this is a great option to test some cells. This will not test lifepo4 cells. You can make a rig that attaches alligator clips to the connectors on these and that will work fine for smaller batteries.
