Modem batteries are only cycled when a home loses power, which is very rare in the US. That is why they test so good compared to salvaging cells from laptops.
These are a great source of genuine Samsung ICR18650-24E and Sony US18650GR G7 2400mah cells! We spot tested thousands of these cells and they test great! You can pry the seam with a pair of wire cutters to get the cells out. As this price they are being sold as is and untested.
Since these have been in storage uncharged for shipping standards it's possible some will have low voltage, but they will wake up for sure. Out of thousands we have tested there were only a few bad cells. Some cells will have glue and some wrappers will rip while opening but you can easily use kapton tape to repair the shrink wrapper or just add a shrink wrap of your own.
