The packs have 15 Boston Power Sonata 4400mah cells in a 3S5P configuration.
There are not 2 18650 cells inside each cell, it is 1 cell roughly the size of 2 18650 cells side by side. These are super high quality cells trusted in many medical and military battery applications.
All cells have voltage but the pack is unbalanced. This could have been caused by a faulty balancer. We recommend to test each cell then reconfigure into whatever voltage pack you want.
