You will get 2x 18650 quality brand cells ranging from 2900-3250mah in each pack. We have tested thousands of these and the cells have all tested near full capacity so they likely were never used or only used a few times. The packs are pretty easy to crack open too with the right pair of cutters. Of course you will want to open these carefully and at your own risk to get the 18650 cells out of them for reuse. Some glue inside but not overwhelming. In the end you can get some of the best cells on the market out of these packs for a fraction of the price of new cells.
